Enhanced the security of IPMI user database in CIMC.

Symptom:
Cisco Unified Computing System B-Series devices store sensitive user information for the authentication of IPMI users in volatile memory.  This database is wiped out every time the device is restarted and re-uploaded to the device from the UCS Management platform.

This defect documents the intent to upgrade the encryption utilized to protect  this file to current standards.

Conditions:
Cisco Unified Computing devices running an affected version of UCS software.
