Description (partial)

Symptom:
When RTP-NTE digits are produced by CUBE, the receiver of these digits mistakenly interprets a single sent digit as more than one digit.  This is due to the marker bit being set to 1 in more than the first start packet.

Conditions:
RTP-NTE is being produced by CUBE.
