Description (partial)

Symptom:
Settops will not successfully launch the monitor App and would stay stuck at "cnFg" on the front panel.

Conditions:
Applications stored in zip file are downloaded, saved, and then unzipped.  If the unzip somehow fails prematurely  such as STB reboot in the middle of unzipping, upon the subsequent bootup the application would launch and fail due to corrupted or missing files.  This is due to the application having already been marked as "properly stored" back when the zip file itself had been saved.
