Symptom:
As explained in CSCuj05744, the current behavior for locales used with queuing announcements makes it difficult to play initial and periodic announcements in the language of the calling user.

This is an enhancement request that will give the administrator more control over the prompt languages being used.

Example solution:
- Add a selection for "Use Calling Party Locale" under the Locale Announcement setting on MOH Audio Source configuration
- Using this setting, the ANN or MOH used to play the announcements will do so using the caller's locale, so they can easily understand they are waiting in a queue
