Description (partial)

Changing the local label on an existing static (no signaling) Any Transport over MPLS (AToM) pseudowire, or changing the static pseudowire to a dynamic one (with LDP signaling) may cause traffic to fail to traverse the pseudowire.

This symptom is observed when either the configured value of the static local label is changed, or if the pseudowire is changed to a dynamic one.
