Description (partial)

Symptom:
The jump upgrade procedure from Cisco Unified Communications Manager (CUCM) 7.1 to 9.1(2) errors with "Upgrades are prohibited during Licensing Grace Period" even when the refresh upgrade (RU) COP file is correctly installed prior to restoring the backup in the virtualized environment.

Conditions:
Upgrading from CUCM 7.1(x) versions to 9.1(2).  Does not occur when upgrading from CUCM 6.1(5) to 9.1(2).

Restoring the backup prior to installing the refresh upgrade COP file is incorrect and also causes this problem.  If the restore is done before the refresh upgrade COP file is installed, delete the virtual machine and start again.
