Description (partial)

Symptom:Increase in process te_control memory footprint due to memory leak leak.
Increase in memory holes for te_control due to fragmentation
Observed increase of CPU usage for kernel.
Conditions:Signalling churn caused by possible signaling race condition for multiple LSPs. LSPs are torn before being fully setup causing the memory leak
This usually happens during lot of network churn with scale configuration.
