Description (partial)

Symptom:
It takes a long time before calls can be recorded after starting a MediaSense node.
During this time, MediaSense Administration and Serviceability applications on that node are not available either.

Conditions:
This problem occurs when at least one other node in the cluster is down.  The startup delay is typically about 2 minutes per down node in the cluster.
