Description (partial)

If the Email address field is set to mandatory under the Administration > Web Portal Management > Settings > Guest > Details Policy, then sponsor must select option to "Send email notification" to create guest account.  If not, the Submit button is not active (grayed out).  Customer may require email address for tracking purposes.  If guest user credentials are based on email address, then email address is required, but may prefer an alternative notification like SMS or print.  Email notification should not be required if email address field set to Mandatory.
