Description (partial)

Symptom:
extended outage during SSO failover due to secondary controller not detecting primary controller network  failure.

Conditions:
secondary controller in HA SSO pair can take as long or longer than 12 seconds to detect that the primary is no longer reachable. 
To recreate,
1. make sure WLC HA pair is functioning normally.
2. unplug ethernet cable(s) providing ip connectivity from management IP address to the switch
3. monitor console of secondary and note the detection time
   "HA completed successfully, WLC switch over detection time : 12002 msec and APs switch over time : 2 msec"
The detection time should be much lower than 12seconds.
