Symptom: Clicking on the "Immediate Meeting" button results in a blank white screen where the web conferencing Flash window does not pop-up. Also when clicking on "Account" and then "Meeting Preferences" this resulted in the same blank window. Conditions: User profile has the "Video usage" parameter is set to "Can attend + host video meetings" or "Can attend + host video meetings + reserve video ports". Also video ports were disabled in System Configuration > Meeting Configuration > Use licensed video capacity which was set to "No" and Video capacity override (ports) was set to "0".
