Symptom:
When in Phone management an attempt is made to modify a Softkey Template.

A bug similar occurred way back in 3.1.8.3 where if PLAR (hotline) is
configured other phone features could not be modified.

Here it appears that USM is attempting to delete the CSS without deleting the
Directory Number first.
