Symptom:
Details:
When adding a user phone via the 'Add User Phone' loader, if the phone is
designated as a fake mac address ("Configuration Template" = Y), bulkloader
ignores the Y value. As a result, the phone will then appear in Phone Inventory
in VOSS as "Configuration Profile" = N.

Prerequisites:
1. use 8.1.1 "Add User Phone" bulk loader
2. "Configuration Template" = Y
3.

Steps to Reproduce:
1. populate the "Add User Phone" bulk loader with a fake mac address
2. use an address such as FA6945000001
3. Mark the "Configuration Template" as Y
4. load the "Add User phone" sheet into VOSS
5. Loader completes successfully

Actual Results:  
"Configuration Profile" in phone inventory is marked as N

Expected Results:  
"Configuration Profile" should be listed as Y
