Description (partial)

Symptom:
Enabling "hardware forw l3 resource route non-determ", it actually expands ipv4 unicast FIB. 
But it still appears "no hardware forw l3 resource route non-determ" in "show run all".
"Copy run start" then check "show start", the line is not saved.

So, what is appeared in the config and what is actually behaving are inconsistent at this point.
Config shows it is DISABLED but actually it is ENABLE.

Then, reload the box, it becomes in the opposite situation. Config shows it is ENABLED but actually DISABLED, IPv4 unicast FIB is limited for its original size.

Conditions:
Enable "hardware forw l3 resource route non-determ" and "copy run start". Then reload the box.
