Description (partial)

Problem with add/updatePhone request. When the upgradeFinishTime is set as "2013:9:3:17", the value is not saved in CM; axl also doesn't fail the operation. CM UI only asks/displays for YYYY:MM:DD:HH on the same field. 
However, if one configures the same field on CM UI and does a get from the application, one can notice that the get returns the string in a format of "YYYY:MM:DD:HH:SS". Hence, if one modifies the request by setting the value as "2013:9:3:17:00", then the value is saved in CM. The same issue is there for both Add and Update request.
