Description (partial)

Symptom:
Nexus7000 generates area aggregation routes with wrong cost.

Conditions:
This happens when the component routes for area aggregation are delivered with same LSID but different costs from different devices.
At this time, Nexus7000 applies the cost from the device with lower router-id, not the bestpath cost.

Consider the case Nexus7000 has these LSA.
   192.168.1.0/24 (cost 7000) from router-id 1.1.1.1
   192.168.1.0/24 (cost 6000) from router-id 2.2.2.2
If Nexus7000 aggregates this route as 192.168.0.0/16, it's cost will be 7000, not 6000 of bestpath.
