Description (partial)

Symptom:
Importing 'LiveData' report when the target JMS datasource is offline results in UI being hung
Conditions:
cenario:
1. Freshly install CUIC 10.0(1) build 449
2. Create a JMS DS with failover option. Keep it in offline state.
3. Create a new RTR based report 
4. Export the report from CUIC
5.Delete the RTR report,report definition and valuelist from CUIC
6. Re-import the report back into CUIC

Issue:
1. After choosing the JMS DS and DS for valuelist, the import page just hangs.
