Description (partial)

Symptom:
If you shut/no shut the public facing interface, a GARP is only sent for the Physical IP address and not for the Inside Global configured in a VRF Static 1-to-1 NAT line.

Conditions:
NAT running for a VRF, the issue does NOT occur if the Static NAT rule belongs to the Global Routing Table.
