Description (partial)

Symptom:
Unless a process restart is performed on fiarsp for ACTIVE RSP/RPi, normally RSP0/RPi0 and the RSP/RPi fia ASIC fsm is in the "SELF TEST RDY" state the user will likely be oblivious to the issue as
there is no immediate or obvious functionality impact.

However if a process restart of fiarsp is performed, with FIA fsm parked as mentioned, then
online diags pfm alarms for fabric punt data path failure or other punt path/control plan related issues maybe observed. 


Conditions:
following a chassis reload/bootup (admin reload loc all) of a dual RSP3/RPi (HA) system.

On active RSP3/RPi

run fiarsp -i0 -s
fsmtrail

look at ASIC state for the FWDING -> SELF TEST RDY state transition.

If the last ASIC transition is noted as  "SELF TEST RDY" -> CHIPINIT then a fiarsp process restart has likely been performed.
