Description (partial)

Symptom:
IPS patches will install on later, incorrect releases, such that mainApp will crash when the IPS boots up again after the install.
Conditions:
Installing a patch from an earlier release on a later release will appear to work but result in failures later on. For example, if patch IPS-SSP_5515-K9-patch-7.1-7p1-E4.pkg is installed on an IPS running 7.2.1, the install will proceed but the IPS will crash after reset.
