Description (partial)

Symptom:
ST40 acts as a PE router with LDP enabled on it. It peers with a CISCO 7200 series router forming a MP-BGP VPNV4 neighborship. A user is connected through this network.  When a PSC card of ST40 which is behind the line card through which BGP is running is migrated to a standby card, BGP neighborship never gets re-established. Hence the user also gets disconnected.

Conditions:
This condition is observed when ST40 acts as a PE router peering with a CISCO 7200 PE router.
