Description (partial)

During installation, user receives error message "A product executable file is currently running. Make sure that all product tools are stopped before running the installer. Aborting."

Install log of MR shows "[Error]	The patch cannot be installed if any product component is currently running. One or more running components has been detected, and setup must abort. Please check the setup log for details, stop all running products, then restart this installer."

Installing MR 9.0(3). This issue will be present when using either of the below procedures:
1) Pointing the UCCE 9.0 installer to the location of the MR .exe
2) Manually starting the MR .exe after the install of 9.0
