Description (partial)

Symptom:
Create and delete Alien Wavelengths through TL1 command does not send TL1 notification about the object creation or deletion.

Conditions:
- Consider a NG-DWDM network where 2 nodes are connected each other, having MD9 and MD7-Extended configurations respectively.
- Open a TL1 session on each node and enable DB change messages (use ALW-MSG-DBCHG:::123; command).
- Create Alien Wavelengths on each node through TL1 command.
- No notification is sent through TL1 sessions about the object created.
- Delete Alien Wavelengths on each node through TL1 command.
- No notification is sent through TL1 sessions about the object deleted.
