Issue

When "PAYLOAD-UNKNOWN" alarm is active on Auto payload (OCN/STM/GE), the Alarm propagation does not happen.

Conditions:
Steps to Reproduce
==================
1. Have RN cards with valid opmode like MXP-MR-HIGH-S etc.
2. Provision auto payload on the port (Default is STM-16)
3. Feed the traffic from the testset and ensure that the traffic is fine.
4. Now simulate Payload-Unknown alarm from the testset and check the alarm propagation.
