Symptom:
Issue
=====
The following OCN/OTN PM counts are getting incremented when PPMs are unavailable 
OCN: (RS-OFS, RS-UAS, MS-UAS)
OTN: UAS, FEC-BitError & FEC-Uncorrectable words

Conditions:
Steps to Reproduce
==================
1. Have RN cards with valid opmode like MXP-MR-HIGH-S/TXP-MR-LOW etc.
2. Have any valid payload like OCN/STMN/OTN etc
3. Feed the traffic from the testset and ensure that the traffic is fine.
4. Unplug the PPM and check the PM counter on STM-n/OC-n/OTN-n. I expec no PM counter increment when PPMs are unavailable

Expected Behavior
=================
PM shall not be incremented with PPM unavailable
