Description (partial)

Symptom:Client tries to reassociate to an AP but is blocked.  With "debug client" enabled, a message like the following is displayed:

*apfMsConnTask_4: Oct 09 15:10:53.845: 80:be:05:38:ca:05 Reassociation received from mobile on AP 08:cc:68:90:d8:80 denied for non-optimized neighbor

*apfMsConnTask_2: Oct 09 15:10:53.890: 80:be:05:38:ca:05 Reassociation received from mobile on AP 08:cc:68:b9:57:e0 denied for non-optimized neighbor

Also, with "debug 11k error enable" in effect, incorrect debug output like the following will appear:
