Symptom: User cannot log in successfully in WXS once he is re-activated in CI, until incremental or full DirSync is run Conditions: When user is re-activated in OrgAdminTool and he tries to log in WXS, this change is not applied immediately in WXS when 'Enable Login Time User Sync' option is enabled and he still sees message saying that his account is not active.
