Description (partial)

HLR 2G QoS profile sends 64k kbps MBR for DL/UL.
SGSN doesn't use this values and remaps MBR for DL/UL to 472 kbps.

Even though configured as ?prefer-as-cap both-hlr-and-local? we are treating it as local and hence 8000/16000 gets applied as subscribed MBR. This later is capped to 472kbps, which is the max supported in 2G access.
