Description (partial)

Symptom:
When connecting TCS and MCU over SIP, muting video from TCS will cause recording to fail.

Conditions:
[CONDITION 1]
1. Configure only using SIP on TCS.
2. Add MCU and some endpoints under Booking > New Conference from TMS.
3. Select and enable "Recording" using the pull down.
4. Mute video by checking "Mute" under "Connection Settings" tab.
5. Start the conference but will not record the session.
6. Live streaming will be blacked out.

[CONDITION 2]
1. Configure only using SIP on TCS.
2. Add TCS on to the MCU endpoint list with "Initial video to MCU: Stopped".
3. Create a conference with TCS and several other endpoint.
4. MCU will dial out to TCS and get connected but will not record the session.
5. Live streaming will be blacked out.
