Description (partial)

Symptom:
GRE interface protocol states 'DOWN' after a reload.

Conditions:
1) Add 'redundancy inter-device' into the running configuration.
2) Reload is required cause Redundancy interdevice will not take effect until configuration is saved and device reloaded.
