Description (partial)

Symptom:
Kill process for jabber, Jabber notification is  there but can't log in when click the jabber notification.

Conditions:
Found in:
9.5.0.3981
 
step to reproduce:
1. User A log in Webex in Android Jabber.
2. Put jabber into background, then you can see the jabber notification both in notification bar and notification center.
3. Kill the process by the way of pushing the home button and then remove the process (Device: Note 2 and OS: 4.1.1)
4.The notification is still in notification center.
5. When click the notification, it do nothing, just show your the desktop of phone.


expect result:
It should NOT have the notification or just don't only show us the desktop of phone.
