Symptom:

From packet capture analysis, we can see that MME is not able to handle this colliding scenario where there is outstanding/pending Modify_Bearer_Request and SGW sends Downlink_Data_Notification. Currently MME appears to be sending back "No Resources Available" to SGW. Bell believes that MME should be able to handle this colliding scenario. 

With smartphone UEs running very many applications simulteanously, both of which cause UE-generated or NETWORK-generated traffic, this collision scenario is of high probability and must be handled to ensure seamless user-application experience.
