Symptom: The "install all" command behavior delivers inconsistent results (a successful upgrade or downgrade) when the module is powered down. The "install all" CLI command was issued after router was powered down between the following versions: 1) From CG1(0.3c) to CG1(0.3c-4) (upgrade successful) 2) From CG1(0.3c-4) to CG1(0.3c) (downgrade successful) 3) From CG1(0.3c) to CG2(0.232): (upgrade successful) 4) From CG2(0.232) to CG1(0.3c): (downgrade failed) 5) From CG1(0.3c-4) to CG2(0.232): (upgrade successful) 6) From CG2(0.232) to CG1(0.3c-4): (downgrade failed) For the cases 4 and 6 , the downgrade failed because one of the modules was in the powered-down state. This is inconsistent behavior because all downgrade and upgrade operations should always fail whenever a module is in the power-down state. Conditions: Issue was found on a 1.8 GHz WIMAX module in a CGR 1240 with no BBU.
