Symptom:
Problems to dial to some numbers.

Conditions:
The following issue was reported by customer:

We are with problems to dial to some numbers. For example here at Intelbras  when I dial to other city near here I need dial just "0" XXXX-XXXX is a local number even being in other city. 

In some cases when I dial to distant cities is necessary dial: "0" 21(CSP) 48(Area code) and the number XXXX-XXXX. To this cases is not working. Presents a message informing that is necessary dial CSP to this call. 

In the log attached I collect two situation. The first is to  5 21 48 3255-3255. The second is 5 21 48 3525-8250. I think that this is a problem with the table dial plan.

Note: The Area Code in the customer's site is 48. So the BE3K sends only 8 digits to PSTN, whereas the PSTN service provider is expecting 21 48 3525-8250
