Description (partial)

Symptom:
Unable to upgrade to CUPM 8.7

Conditions:
CUPM installer exits with an error message reading "postgres user account does not have superuser privileges & so installer is unable to proceed with upgrade"
For some reason, the installer defaults to C:\CUPM\pgsql8.2\data\cupmdb.properties to read the DB connection properties, but actually CUPM is installed in a different drive.
