Description (partial)

In set up:
PC(CUVA)-(video)-CME--H323orSIP-->CUCM-->IPphone -- CUPC in deskphone mode

When call is setup, initially this is done with audio only. 
next when call gets connected we see on CUCM StationUpdateCapabilities from the phone for video caps. 
CUCM attempts to escalate the call to video but this is not supported by CME. 
As a consequence the call remains audio only.
and CSF must first start audio conversation and then update phone with it's video capabilities and escalate the call to video. 

CME does not support audio call to be escalated to video, and therefore such call remains audio only. This CME limitation should be added in documentation for this particular integration.
This limitation doesn't affect video when CUPC in softphone mode since there is no video escalation in that scenario.
