Description (partial)

Symptom:Users are able to directly update boot variables to older versions of the code 
even though the all the VEM modules and feature level has been upgraded to the 
latest version. Allowing this causes the VEMs to lose communication to VSM 
once the VSM is booted into the older version.

Conditions:Upgrade boot variables directly on VSM after upgrading feature level to current 
running version.
