Description (partial)

Symptom:

TelePresence Server fails to register to SIP registrar or make calls with the following errors;

- "failed to send SIP message: REGISTER"
- "failed to send SIP message: INVITE"

The "failed to send SIP message" errors always follow a "SIP message too large" error.

Conditions:

When receiving a SIP payload size greater than 8192 bytes, this stops SIP TCP packets from being sent.
