Description (partial)

Symptom:
No alarms or warnings are generated when the transceiver optical power crosses its threshold values.
Link goes down but no system alarm is raised.

The current power levels can be verified as below:

#show hw-module subslot <x/x> transceiver <n> status | i power
  Transceiver Tx power                      =  2.4 dBm
  Transceiver Rx optical power              = -28.9 dBm

The relevant thresholds can be verified with the below command:

#show hw-module subslot <x/x> transceiver <n> idprom detail

Conditions:
ASR903 with a transceiver plugged in the IM.
