Description (partial)

Symptom:
With FEX VPC+ configured on 6.1.1.S28,doing an ISSD to 6.0.2 CCO where FEX VPC+ is not 
supported and it correctly throwed me an error message saying there is incompatible configuration and 
asked whether you want to continue. If continuing ISSU with out removing the FEX VPC+ configs, all FEX VPC+ ports should be brought down, but all the FEX VPC+ came up and is working fine.

Conditions:
When doing disruptive ISSD from 6.1.1 to 6.0.x (x=2 or 3) image with FEX VPC+ configuration. 

Workaround(s):
Make sure all FEX VPC+ config are removed before doing ISSD to 6.0.x version.
