Description (partial)

Symptom:
An ISR router configured as GRE over IPSec (DMVPN or regular site-to-site)  crashes shortly after enabling (no shut) the tunnel interface. During the crash, CPUHOG / Watchdog events may be seen due to NHRP:

%SYS-3-CPUHOG: Task is running for (XXX)msecs, more than (2000)msecs (1/1),process = NHRP.
-Traceback= 0xXXXXXXXX
%SYS-2-WATCHDOG: Process aborted on watchdog timeout, process = NHRP.

Conditions:
The tunnel source is a Cell interface
The onboard crypto accelerator of the ISR is used (default unless another accelerator card is installed)
