Description (partial)

Symptom:
vnsp-id resolves to 0 when org is changed from existing org to non-existing one.

Condition:
This bug is reproduced if folowing steps are done.

1 :Start with correct configuration. VNMC is root/T1/vdc1. Sp1 is at vdc1
  2 : Create PP with org root/T1/vdc1 and profile Sp1.
  3 : This resolves to Sp1 at vdc1 correctly
   4 :Change the PP org above to root/T1/vdc2.
   5 : Longest prefix match will be at root/T1.
   6 : If there is a Sp1 at root/T1 it will resolve to that Sp1 at T1 level

If it is not there it resolves to 1. Create Sp1 at root/T1. vnsp-id resolves to 0.
