Description (partial)

Symptom:
SR2 same as SR1 but with different BGP neighbor goes INVALID

Scenario: VzW wants to add additional BGP neighbor
SR-1 is DEPLOYED.
VzW wants to deploy SR-2 on same device, VRF, IP, vlan but with different BGP neighbor. The only difference between SR-1 and SR-2 is BGP neighbor IP.
ISC allows creation of SR-2 but config-preview fails.
Deployment of SR-2 moves it to INVALID state.
Error says the IP address is used.

ISC is designed by default to provision only one BGP neighbor using same device/VRF/interface/IPaddress.

Steps To Re-create:
 
a) Create Service 1 with interface,ipaddress,vrf,vlan,bgp neighbor and deploy.
b) Create Service 2 with same above interface,ipaddress,vrf,vlan with a different BGP neighbor and deploy.
