Description (partial)

Symptom:

If CTI Gateway profile is not set on CUPS for the user AND if Credential Source of Phone Services is not set to Presence in the jabber-config.xml, then we see the Phone Account  under File -> Options with a Spinning Circle and not allowing end users to enter their credentials 

If the Credential Source is set to Presence then we don't have the Accounts section at all but we would still see this error message in the Problem Report

Conditions:

End user is not assigned to CTI GATEWAY Profile under CUPS Admin Page -> Application -> Cisco Jabber -> CTI GATEWAY Profile
