Description (partial)

Symptom:
NCS does not have a list of unsupported special characters in NCS password. Tried to change the ftp-user password using the command "ncs password ftpuser ftp-user password <somestringswith&>" and apparently, "&" doesn't work; I couldn't log in with the new password that had "&" until I changed it to something else.

The CLI command reference guide only had the following caveat: "The password cannot contain 'cisco' or 'ocsic', or any variant obtained by changing the capitalization of letters therein or by substituting '1', '|', or '!' for i, '0' for 'o', or '$' for 's'." 

Nothing here indicates that & is invalid.

Documentation should reflect what can/cannot be used for special characters in password.
