Description (partial)

Symptom:
In L2 1+1, hard reset the active 10GEXPE card. Traffic switches to protect with around 150ms hit(expected). But, once the card comes up, there is an additional 500ms hit observed even though the peer card has taken over.
Conditions:
In L2 1+1 on 10GEXPE, with cards in different shelves, during the hard reset of the active card (or  protect card). Issue is not observed on GEXP.
