Description (partial)

Symptoms: The router drops SAToP pseudowire traffic for 10 seconds following a
core link failure.
Conditions: Occurs when the TDM controller generates an AIS and LOF alarm
following a core link failure; the router drops traffic for 10 seconds after
generating the alarm.
