Happens when processing an incoming REFER with invalid transport in the Via header, for example:
Via: SIP/2.0/(null) 172.18.199.214:53192;branch=z9hG4bK544f886a
"(null)" in the above header should be a valid transport (UDP, TCP, or TLS)
