Description (partial)

Symptom:
The output level for a 720p H.264/AVC video stream was level 3.2. This level is valid but in order to be compliant with all possible decoders, the output level for all HD streams has to be level 4. 
Conditions:
When processing a 720p stream with output coding format set to H.264/AVC.
