Description (partial)

When a priority class with a bandwidth higher than the parent bandwidth, the policy is rejected instead of taking the max bandwidth available.

A strict priority policy is accepted. But, if a policy with bandwidth is applied and the value of the bandwidth requested is higher than the parent shaper bandwidth, the policy is rejected saying that the bandwidth is insufficient to give the guarantee. User expects the policy to be accepted with a bandwidth guarantee of the maximum bandwidth possible instead.
